Geboren wurde Billy Goldenberg am 10. Februar 1936 als Williams Leon Goldenberg in Brooklyn. Er besuchte das Columbia College und schrieb vorerst einige Musiken für die Columbia Universitätsveranstaltungen, ehe er mit Hall Overton als Lehrer privat Musik studierte.
Goldenberg schrieb Musik für den Broadway und trat der ASCAP 1961 bei. Neben seinen zahlreichen Fernsehmusiken, die auch "Kojak", "Columbo" oder "Rage Of Angels" einschließt, schrieb er auch klassische Werken wie zum Beispiel ein Bläser- und Holzblasqintett.
Er wurde 24mal für den Emmy nominiert, gewann ihn jedoch nur zweimal: Einmal für "King" 1978 und einmal für "Benjamin Franklin" 1974.
